Pre-clinical development is a stage of research that takes place prior to clinical trials. The main goal of pre-clinical study are to determine a product's safety. Products may include new materials which need to be assessed and checked before they are sold to people.

Typically, pre-clinical testing will involve testing on animals, normally two species. It is only once these pre-clinical tests have been conducted and the new material or substance viewed as safe before they are tested on humans. In recent years, animal testing has been reduced by the pharmaceutical industry in the face of public unpopularity.
