This is a classic question, it may not be phrased like this but you will need to answer it in some form. The best response would be saying that it is due to your altruistic nature but you will need to qualify this with an example. It will also be good to speak passionately about the aspect of the public sector that you wish to get involved with. A genuine passion for your sector will speak most highly.
Recognising the trade off between two social groups when making a decision will be an important skill if you pursue a career in the public sector. If in your answer to the interview question you can demonstrate a diplomatic nature you will provide a successful response. The best way to do this would be to highlight what you perceive to be the concerns of each social group and then suggest an idea that would not infringe on any of these concerns, or suggest an answer that would be the least damaging to the majority. The ability to empathise, mediate and communicate effectively are key.
This is a question about integrity which is a key value to someone who wants to pursue a career in the public sector. A good answer could be to go direct to the officer and approach them in a non-confrontational manner to address the inconsistency in his/her behaviour. You must demonstrate your professionalism, competence and integrity, as well as the ability to communicate tactfully.
